సామం (శాంతి), దానం, భేదం (విభజన), దండం (శిక్ష) — ఈ నాలుగు ఉపాయాలతో లక్ష్యాన్ని సాధించాలి.
పాము క్రూరమైనది, దుర్మార్గుడు క్రూరుడు. కానీ పాము కంటే దుర్మార్గుడు ఎక్కువ ప్రమాదకరం — పాముకు మంత్రం ఉంది, దుర్మార్గుడికి లేదు.
నిప్పు, అప్పు, శత్రువు — ఈ మూడింటిని పూర్తిగా తుడిచివేయాలి. కొంచెం మిగిల్చినా ఇబ్బంది తప్పదు.
రాజు ధర్మపరుడైతే ప్రజలు ధర్మపరులు. రాజు దుర్మార్గుడైతే ప్రజలు దుర్మార్గులు.
