Andhra Pradesh Offers Governance Expertise to Delhi
Andhra Pradesh has offered to share its experience in industrial development, smart governance and transparent recruitment with the Delhi government.
Education Minister Nara Lokesh made the offer during a meeting with a Delhi government delegation led by Industries Minister Sardar Manjinder Singh Sirsa.
The delegation visited Andhra Pradesh to study the State's industrial policies and governance reforms. The meeting was held at the Real Time Governance Society in the Andhra Pradesh Secretariat, where Sirsa met Lokesh and Industries Minister TG Bharat.
Andhra Pradesh Emerging as an Investment Destination
Lokesh said Andhra Pradesh had emerged as an attractive destination for investors.
The State attracted around $18 billion in investments during the 2026 financial year, according to the figures presented by the minister. He said approximately 25 per cent of the investments attracted by India during the period had come to Andhra Pradesh.
The State is pursuing a cluster-based industrial development strategy in line with the vision of Chief Minister N. Chandrababu Naidu.
22 Specialised Industrial Clusters
Andhra Pradesh is developing 22 specialised industrial clusters across a range of sectors.
These include electronics, data centres, shipbuilding, semiconductors, medical devices, pharmaceuticals, aerospace, defence and drones.
The cluster approach is intended to create specialised ecosystems that can attract investment, generate employment and support related industries.
Amaravati, Tirupati and Visakhapatnam as Economic Zones
Lokesh said Amaravati, Tirupati and Visakhapatnam were being developed as separate economic zones.
A 300-acre Drone City is being established in Kurnool, while the recently inaugurated Bhogapuram international airport is expected to provide a major boost to development in north Andhra.
Data-Driven Governance
A key part of the presentation to the Delhi delegation was Andhra Pradesh's Data Lake initiative.
Lokesh explained that information from government departments was being integrated and continuously analysed to improve transparency and administrative efficiency.
The system is also being used to monitor departmental performance, collect public feedback and assess the performance of officials across different levels of government.
Delhi Minister Praises AP Model
Sirsa praised Andhra Pradesh's industrial policy and governance model.
He said Delhi could learn from the State's approach to attracting investments, promoting public-private partnerships and using data-driven governance.
He also praised the development of Amaravati, describing its construction as remarkable and saying the capital had the potential to become one of the world's major cities.
Sirsa Calls Naidu a ‘University’ in Governance
While praising Andhra Pradesh's development experience, Sirsa described Chief Minister Chandrababu Naidu as a “university” in development and governance.
In a lighter exchange, he asked Lokesh to provide the Delhi government with “admission” to the Andhra Pradesh government's governance experience.
Sirsa also requested that an Andhra Pradesh team visit Delhi to brief officials on smart governance and investment-promotion initiatives.
Transparent Teacher Recruitment Praised
Sirsa specifically praised Andhra Pradesh's Mega DSC recruitment of more than 16,000 teachers.
He said teacher recruitment in Delhi had often become entangled in court cases and complaints, suggesting that the Andhra Pradesh model could provide useful lessons for the national capital.
More Teacher Recruitment Planned
Lokesh said Andhra Pradesh would soon recruit more than 3,000 additional teachers.
He also said around 1.10 lakh students had moved from private schools to government schools, indicating increased enrolment in the State's public education system.
Digital Monitoring Through Leap App
The minister said the Leap app was being used to monitor teachers and activities within the education department.
The use of digital tools is intended to improve monitoring, accountability and the implementation of education-related programmes.
Full Cooperation Assured
Lokesh assured the Delhi government of Andhra Pradesh's full cooperation in areas including industrial development, investment promotion, smart governance and transparent recruitment.
The exchange between the two governments could lead to greater sharing of administrative practices and policy experience between the States.
