Senior European diplomats are preparing to reassure the United States that NATO allies are increasing their defence efforts as uncertainty grows over Washington’s review of its military presence in Europe.
US Under Secretary of Defense for Policy Elbridge Colby is expected to brief NATO ambassadors at the alliance’s headquarters in Brussels on Thursday. The meeting comes amid growing questions in European capitals about the purpose and possible outcome of the US review.
Six-Month US Troop Review
Washington announced a six-month review of US troop deployments in Europe in June. The process comes as the Trump administration pushes European allies to take greater responsibility for defending the continent.
The United States currently has around 80,000 troops stationed in Europe. Washington has already announced some troop withdrawals and reductions in forces assigned to NATO defence plans, leaving European governments watching closely for possible further changes.
European Allies Seek Clarity
The review has raised concerns among some European governments about whether Washington is conducting a genuine consultation with its NATO partners or using the process as a negotiating tool.
European officials are particularly interested in understanding whether the US plans to reduce its military presence further and how any changes could affect NATO’s defence strategy.
US Questionnaire Raises Questions
The US administration has circulated a questionnaire to NATO members seeking information on defence spending, military strategy, procurement and support for US foreign-policy priorities.
The questionnaire also asks allies about restrictions on US access, military bases and overflight rights, as well as their positions on transatlantic defence cooperation.
The process has raised concerns among some European officials that Washington may be taking a more transactional approach to its relationships with NATO allies.
Europe Wants Greater Responsibility
European governments have acknowledged the need to increase their own defence capabilities.
Estonian Defence Minister Hanno Pevkur said his country agrees that Europe needs to do more for its own defence and is preparing its response to the US questionnaire.
NATO Under Growing Pressure
The review comes at a sensitive time for NATO. Since President Donald Trump returned to office, concerns have grown among some alliance members about the future level of US commitment to European security.
The possibility of further US troop reductions has added to those concerns, although some European officials say they have received positive signals from Washington.
No Final Decision Yet
While European governments are preparing for possible changes, officials stress that no final decision has been made.
Colby has said the review is intended to help shape the future of the alliance and improve clarity, readiness and strategic planning in Europe. However, some NATO officials remain uncertain about the final direction of US policy.
