Ukrainian President Volodymyr Zelenskyy says he sees a potential diplomatic window to end Russia’s war in Ukraine stretching from the end of 2026 through summer 2027.
Zelenskyy said Ukraine, along with US and European officials, has prepared a one-page document containing proposals that could be presented to Moscow.
Ceasefire at the Centre
One of the main proposals is a ceasefire, which Kyiv sees as a key first step toward broader negotiations.
The document also includes an earlier US proposal for establishing a free economic zone in Ukraine’s eastern Donbas region, potentially administered by a third party.
Russia Questions Donbas Proposal
The Kremlin has questioned whether the proposed free economic zone could work, arguing that Moscow considers Donbas part of Russia and therefore doubts whether a third party could administer the area.
Russia continues to demand Ukrainian withdrawal from four regions it claims, while Kyiv rejects giving up its territory.
Why Summer 2027?
Zelenskyy believes the period from the US G20 summit in December 2026 until the end of summer 2027 could be particularly important for diplomacy.
He linked the timeline to the approaching 2028 US presidential election campaign, which could make it more difficult to sustain intensive diplomatic efforts later.
US and European Involvement
Ukraine is working with the United States and European partners on possible peace proposals. The draft also considers potential roles for the European Union and NATO in a future settlement, although the exact details remain under discussion.
Peace Efforts Face Major Challenges
Despite the diplomatic push, significant differences remain between Kyiv and Moscow, particularly over territory and security guarantees.
Previous negotiations have stalled, while fighting continues across Ukraine. Zelenskyy’s latest comments suggest Kyiv wants to use the coming months to build momentum for another US-supported diplomatic effort.
