India's Civil Aviation Ministry is considering a significant expansion of drug-testing requirements for commercial pilots, with the government examining the possibility of random psychoactive-substance tests for every pilot throughout the year.
Civil Aviation Minister K Rammohan Naidu said on Tuesday that the Directorate General of Civil Aviation (DGCA) is consulting stakeholders on ways to strengthen the existing system.
Under the current framework, random tests are conducted on 10% of the overall pilot network each year. The government is now considering whether every commercial pilot should undergo testing at an unpredictable point during the year.
The proposal comes amid renewed attention to pilot drug testing following an incident involving an Air India flight earlier this month.
On August 4, an Air India flight operating between Phuket and Delhi experienced a sudden loss of approximately 300 feet in altitude during cruise. The aircraft later stabilised and landed safely in the national capital.
Several passengers and crew members were injured during the incident.
The captain of the flight subsequently tested positive for marijuana, bringing renewed scrutiny to the safeguards governing psychoactive-substance use among flight crew.
However, the positive test does not by itself establish that drug use caused the aircraft's sudden altitude loss. The incident is still being investigated by the Aircraft Accident Investigation Bureau (AAIB), which is examining the circumstances surrounding the occurrence.
The government is therefore treating drug testing and the investigation into the flight incident as related but separate issues.
India has more than 12,000 pilots working across commercial airlines, meaning a move from testing a limited percentage to testing the entire pilot pool would represent a substantial expansion of the existing system.
The Federation of Indian Pilots has previously called for wider testing. On August 18, the organisation urged the DGCA to consider oral-fluid testing as a complementary method alongside the existing urine-based screening process.
The pilots' body also suggested raising the proportion of random tests from the current 10% to 25%.
Air India and Air India Express have already moved beyond the minimum regulatory requirement by introducing mandatory psychoactive-substance testing for all of their pilots.
If the government's proposal is adopted, pilots could be selected for testing at any point during the year rather than being covered only through a limited annual sample.
Such a system could make it harder for anyone using prohibited substances to anticipate when a test might take place.
At the same time, expanding testing nationwide would require a larger testing infrastructure, including laboratories, collection facilities, trained personnel and procedures for confirming initial results.
Accuracy would also be an important consideration.
A preliminary positive or non-negative result may require confirmatory testing before regulatory or employment action is taken. Clear procedures would therefore be needed to protect both aviation safety and the rights of pilots.
The issue is particularly sensitive because pilot alertness and decision-making are fundamental to flight safety.
Any substance that affects a pilot's judgement, reaction time or ability to perform critical duties can potentially create serious risks for passengers and other crew members.
The government is consequently examining whether the current testing system provides sufficient coverage.
The DGCA's consultations are expected to consider several possible approaches rather than simply expanding the percentage of pilots tested. The minister indicated that there are multiple ways in which the testing framework could be strengthened.
One question is whether urine testing alone is sufficient or whether additional methods, such as oral-fluid screening, should be incorporated.
Another is how frequently pilots should be tested and how the testing programme can be implemented without creating unnecessary operational disruption.
The proposal also comes at a time when aviation authorities are facing increased public scrutiny over safety standards.
The August 4 Air India incident has made pilot fitness and operational procedures particularly sensitive topics, although the AAIB investigation has not yet established the cause of the altitude loss.
The AAIB's investigation is expected to examine technical, operational, medical and human factors before drawing conclusions about the incident.
That means the proposed expansion of drug testing should not be interpreted as a finding that psychoactive-substance use caused the Air India flight's altitude loss.
For now, the government is considering the regulatory response while the accident investigation continues separately.
Stakeholder consultations will be important before any new rules are finalised. Airlines, pilot organisations and aviation safety specialists are likely to have views on the frequency, methodology and practical implementation of the proposed testing regime.
The government has not yet announced a final policy.
If the proposal goes ahead, however, it would mark a significant change in India's approach to pilot drug screening by moving from limited annual random coverage toward a system in which every commercial pilot could potentially be tested during the year.
The immediate objective is to strengthen aviation safety and ensure that pilots operating commercial aircraft meet the required fitness standards.
The next step will depend on the DGCA's consultations and the government's assessment of how a broader testing programme can be implemented effectively.
