Telangana government employees are set to intensify their agitation over long-pending service and pension-related demands, with the Employees’ Joint Action Committee (JAC) announcing a series of protests from September 1.

The employees are demanding implementation of the Pay Revision Commission (PRC), release of pending Dearness Allowance (DA) instalments and abolition of the Contributory Pension Scheme (CPS) with restoration of the Old Pension Scheme (OPS).

The decision was taken at a meeting of constituent employee associations on August 29. JAC chairman V. Lachchi Reddy and secretary-general Vodnala Rajasekhar announced the agitation programme after discussions on the issues facing government employees.

September 1 to Be Observed as CPS Virodha Dinam

The JAC has decided to observe September 1 as ‘CPS Virodha Dinam’ across Telangana.

Employees have been asked to wear black badges and stage protests outside government offices during the afternoon.

The programme is aimed at highlighting the demand for abolition of CPS and restoration of the Old Pension Scheme for government employees.

‘Chalo Hyderabad’ on September 6

The next major programme will be the ‘Chalo Hyderabad – Employees’ Sankalpa Sabha’ on September 6.

The meeting will be held at the Exhibition Grounds in Hyderabad and will focus on the pending PRC and DA demands as well as the pension issue.

Employee associations from across the State are expected to participate in the programme.

PRC Implementation Remains a Major Demand

Implementation of the Second Pay Revision Commission (PRC) remains one of the central demands of Telangana government employees.

Employees and teachers have been waiting for the revised pay scales for a prolonged period.

The delay in the submission of the PRC report has become a major source of concern among employee associations, which argue that the government should take a clear decision on pay revision without further delay.

In May, Chief Minister A. Revanth Reddy said he had directed the committee of officials to submit the PRC report immediately. The government said it would take a decision on the PRC after receiving the report.

Six DA Instalments Pending

Employee associations are also demanding the immediate release of pending Dearness Allowance instalments.

Reports indicate that six DA instalments are currently pending, including the instalment due from July 1, 2026.

Employees have argued that delays in DA payments are increasing their financial burden at a time when the cost of essential goods and services remains high.

Demand to Restore Old Pension Scheme

Another major demand is the abolition of CPS and restoration of OPS.

Employee organisations have repeatedly argued that the Old Pension Scheme provides greater financial security to employees after retirement.

They are demanding that the Telangana government replace the contributory pension system with the traditional pension arrangement.

The decision to observe September 1 as CPS Virodha Dinam is particularly significant because CPS was introduced on September 1, 2004.

Protests Already Held Across Telangana

The latest agitation programme follows several rounds of protests already held by employees, teachers and pensioners across the State.

On August 27, employees and pensioners staged demonstrations at several district headquarters demanding implementation of the PRC, release of pending DA instalments, abolition of CPS and restoration of OPS.

They also raised issues involving pending bills and the Employees Health Scheme.

Protests were also held in Hyderabad, with employees, teachers and pensioners participating in large numbers. Reports said demonstrations were organised at collectorates across all 33 districts.

Employees Health Scheme and Pending Bills

The employees’ demands extend beyond pay revision and pension issues.

Employee associations have also sought effective implementation of the Employees Health Scheme (EHS) and clearance of pending bills.

The Telangana government had earlier said it was positively considering proposals related to health cards for employees.

Pressure Mounts on State Government

The latest agitation is expected to increase pressure on the Telangana government to address the employees’ long-pending demands.

The government has held discussions with employee representatives on several occasions and has maintained that it will take a decision on the PRC after receiving the commission’s report.

Employee leaders, however, argue that the delay has continued for too long and want a clear timeline and concrete action on the pending issues.

Agitation Could Intensify

The programme beginning on September 1 is expected to be followed by the larger Hyderabad meeting on September 6.

Employee leaders have indicated that the movement could be intensified further if the government fails to respond adequately to their demands.

The scale of participation in the upcoming programmes will also indicate how strongly employees are prepared to push the government on PRC, DA and pension-related issues.
